How much ASO services cost

Pricing models explained
- Per employee per month. A flat monthly amount for each employee for the services you select. It is the most common ASO fee and scales with headcount, not wages.
- Bundled tiers. Packages such as payroll only, payroll plus HR, or full HR administration, each with its own per-employee rate.
- Custom quote. Most ASOs quote after reviewing headcount, states, services and the platform you need; few publish prices.
What drives the price
- Number of employees and the states they work in
- Services selected: payroll, benefits administration, HR administration, HR advisory, time tracking, recruiting
- An on-demand HR line or a dedicated HR advisor
- Benefits administration scope: ACA filings, COBRA and carrier connections
- Add-ons and integrations
Fees to ask about before you sign:
- Monthly minimum fees, which weigh most on small headcounts
- Implementation fees, sometimes set as a multiple of the monthly bill
- Add-ons priced separately, such as garnishments, leave administration and third-party integrations
- Fees for filing in states where you have no tax account yet
- Your own benefit premiums and workers' compensation policy, paid separately from the ASO fee

ASOs usually charge a per-employee monthly administrative fee for the services you select, and most give prices only in a quote. CO—, the U.S. Chamber of Commerce's small business site, says PEOs cost more than ASOs, but a PEO's price typically includes insurance coverage and more services. With an ASO, your own benefit premiums and workers' compensation policy are paid separately.
