Staffing Agency Software

Staffing software is a platform for staffing agencies that combines applicant tracking, client and job order management, candidate placement, timesheets, billing and, in many products, payroll. It tracks each worker's assignment, pay rate and bill rate so that agencies can invoice clients and pay workers accurately.

Research in progress

We are verifying staffing agency software products against vendors’ official documentation and pricing pages. A ranking by LeadChange Score appears here once at least 3 products pass our research checks. Until then, this page explains what the software does, what we evaluate and how to choose.

What we evaluate

  • Job order management

Captures client job orders and tracks fill status.

  • Candidate database

Stores candidate profiles and submits them to jobs.

  • Assignment management

Tracks worker assignments, start and end dates.

  • Pay and bill rates

Maintains pay and bill rates, markups and overtime multipliers by client or job.

  • Timesheet capture and approval

Collects timesheets from workers and routes them for client approval.

  • Billing and invoicing

Generates client invoices from approved time and bill rates.

  • Payroll processing

Pays workers through built-in or integrated payroll.

  • Onboarding and I-9

Handles worker onboarding, tax forms and Form I-9.

  • Compliance and EEO

Tracks required credentials and records and reports on EEO data.

  • Margin and fill reporting

Reports gross margin, fill rate and time to fill.

  • Client and worker portals

Gives clients and workers portals for jobs, time and documents.

Who needs staffing agency software?

You need staffing-specific software when candidates are placed with clients, when pay rates and bill rates differ by assignment, or when timesheet approval and invoicing take significant back-office time. A general ATS rarely handles assignments and billing.

Record rules apply to agencies too. FLSA payroll records must be kept for three years and wage computation records for two, and Form I-9 must be retained for three years after hire or one year after employment ends, whichever is later.

If you only do direct-hire placements with no timesheets or payroll, a recruiting platform with a client CRM may be enough. Buy staffing software when you employ the workers you place.

How to choose staffing agency software

Staffing economics depend on the spread between what you bill and what you pay. Choose software that makes that spread accurate and visible on every assignment.

Test one assignment end to end in a trial: job order, placement, timesheet, approval, invoice and payroll export.

  1. Job order and assignment management

Orders, submittals and placements must tie to workers and clients without spreadsheets.

  2. Pay rate and bill rate handling

Rates vary by client, role, overtime and shift, and errors erode margin.

  3. Timesheet capture and approval

Late or disputed timesheets delay both pay and invoicing.

  4. Billing and invoicing

Client invoice formats, terms and tax treatment differ.

  5. Payroll integration or native payroll

Weekly pay cycles with many workers and states increase error risk.

  6. Onboarding and I-9 workflow

Every new worker needs onboarding and a Form I-9, retained under federal rules.

Requirements by company size

  • Small businesses

    • ATS, timesheets and invoicing in one tool
    • Payroll integration or simple native payroll
    • Mobile timesheets for workers

    Watch out for

    • Per-user pricing that penalizes recruiters
    • Weak margin reporting
    • Integrations that are manual exports
  • Mid-sized companies

    • Rate and margin management by client
    • Native or deeply integrated payroll and billing
    • Client and worker portals

    Watch out for

    • Complex rate rules that need services work
    • Multi-branch permissions
    • Implementation resourcing
  • Enterprises

    • Multi-branch and multi-entity structure
    • Vendor management system connections
    • Compliance controls and audit reporting

    Watch out for

    • Custom integrations priced per request
    • Slow change processes
    • Reporting that requires data exports

Red flags

  • Rates cannot be varied by client, shift and overtime without workarounds
  • Payroll is 'integrated' but timesheets must be re-keyed
  • No audit trail on I-9 or rate changes
  • Margin reporting is not available by client
  • Quote excludes onboarding, background checks or payroll modules

Frequently asked questions

What is staffing software?

Staffing software is a platform for staffing agencies that combines applicant tracking, job orders, placements, timesheets, billing and often payroll. It tracks assignments, pay rates and bill rates so agencies can invoice clients and pay workers accurately.

Staffing software vs ATS: what is the difference?

An ATS manages candidates and hiring. Staffing software adds client and job order management, assignments, timesheets, invoicing and payroll. If you employ the workers you place, you need those extras; for direct hire only, an ATS may be enough.

How much does staffing software cost?

Pricing is usually per user per month, a share of billings or payroll volume, or a quote for multi-branch agencies. Total cost depends on payroll, billing, onboarding and per-paycheck fees. Ask for cost at your expected number of weekly workers.

Do I need payroll in my staffing software?

If you employ temporary workers, yes, either native or tightly integrated. Re-keying timesheets between systems creates errors and delays. Check which states and tax setups the payroll covers and who handles filings.

What compliance records must staffing agencies keep?

FLSA payroll records for at least three years and wage computation records for two. Form I-9 for three years after hire or one year after employment ends, whichever is later. EEOC personnel records for one year, and longer once a charge is filed.

Are staffing firms responsible for EEO compliance?

Yes, as employers of the workers they place, and clients may share responsibility. Keep records of recruiting, assignment and complaints, and ask your software for retention settings and audit trails to support that.

What should I look for in staffing software for a small agency?

Look for ATS, timesheets and invoicing in one tool, mobile timesheet capture, payroll integration and margin reporting. Check per-user pricing, onboarding costs and whether rate rules fit your clients.

How we research

Products are ranked by the LeadChange Score, computed only from verified facts: capability coverage (30%), pricing transparency and value (20%), integrations and API (15%), security and compliance (15%), fit and support (10%) and data confidence (10%), times a category fit that lowers products built for another job. Payment never changes a score or a position.
