Median starting price per employee, by category

Median of the lowest published per-employee monthly price of each product, in categories with 4 or more such prices; n = number of prices.

Employer of Record (EOR) costs the most per head; a per-employee price is not a total cost, so check base fees too.

Method

The index is computed from the facts behind every product page on LeadChange: published list prices checked against each vendor's own pricing page, with the date of the last check. Nothing is estimated, surveyed or bought.

  • Products: every product with a published page in the category. A product listed in several categories counts in each, with the price that applies there.
  • Starting price per employee: the lowest published monthly per-employee price of the product in that category (the entry plan). Base fees are reported separately, because a per-employee price alone is not a total cost.
  • Published price: the vendor publishes a full or partial price list. Quote-only vendors are counted but have no price.
  • Medians, not averages: one very expensive or very cheap product does not move the result.
  • Categories: shown when they have at least five products; the per-employee chart needs at least four published per-employee prices, and shows how many (n).
  • Currency: U.S. dollars, as published for U.S. buyers. Prices in other currencies are left out, never converted.

How to read it

A median starting price tells you where entry plans sit in a category, not what your company will pay. Total cost depends on headcount, base fees, add-ons, implementation and the plan tier you need. Each category's cost guide breaks that down plan by plan.

Reuse

The data is free to reuse under CC BY 4.0. Cite LeadChange Group and link to this page. The figures update when the underlying prices change; the download always holds the current values.

How to use it in a budget

Start with the category you are buying, not the overall median. Take its median starting price per employee as a floor, multiply it by your headcount, then add the category's typical base fee and the add-ons you will need. The cost guide of each category shows the same calculation plan by plan, at the headcounts most buyers compare.

Ask every quote-only vendor for a written price at your headcount and contract length. The share of vendors that publish a price is a fair guide to how much negotiation to expect: in categories where few publish, list prices are rare and discounts are common.

Limitations

  • Entry plans only. The index uses each product's lowest published plan. Mid and top tiers can cost several times more.
  • List prices. Discounts, promotions, annual-billing savings and partner pricing are not included.
  • Published products only. A category's figures cover the products we review there, not the whole market.
  • Changes over time. Vendors change prices without notice. Each figure follows the latest check of the vendor's own pricing page, and the page updates when a price changes.

Frequently asked questions

How much does HR software cost?

Across 87 published per-employee starting prices in this index, the median is $6 per employee per month. Category medians run from $0 (earned wage access) to $549 (employer of record (EOR)). Your total also depends on base fees, add-ons, implementation and the plan tier you need.

Which HR software costs the most per employee?

Employer of Record (EOR) has the highest median published starting price per employee, $549 a month across 12 products, followed by performance management ($9) and HRIS ($7).

Do HR software vendors publish their prices?

Many do not. Counting each product once per category, 215 of 426 listings (50%) come from vendors that publish a full or partial price list; the rest are quote-only. Earned Wage Access is the most transparent category, at 100%.

What is the cheapest HR software per employee?

By category, earned wage access has the lowest median published starting price, $0 per employee a month across 7 products. The lowest single per-employee starting price in the index is $0 a month.

Do HR software products charge a base fee?

Many add a monthly base fee to the per-employee price. Across the 48 published base fees in this index (Oct 28, 2026), the median is $78 a month, so a small team can pay more per head than the per-employee price suggests.
