Who needs ethics hotline & whistleblowing?
You need a structured hotline when concerns currently reach managers or HR informally, when employees work across sites or shifts without a trusted channel, or when you cannot show how reports were handled. Publicly traded companies have a specific obligation: audit committees must establish procedures for confidential, anonymous submission of accounting and auditing concerns.
The DOJ also asks prosecutors to assess whether a company has an anonymous reporting mechanism and, if not, why not. Customers, insurers and boards increasingly ask the same.
A smaller employer with a few dozen staff may be able to rely on a designated, independent contact and a documented process. Move to software when volume, anonymity needs or investigation tracking outgrow email.
How to choose ethics hotline & whistleblowing
A hotline works only if employees trust it and the organization acts on reports. Choose for anonymity, case handling and evidence of use, not for the length of the feature list.
Ask each vendor how a report moves from intake to closure, and who inside your company can see it.

Frequently asked questions
Is an ethics hotline required by law?
Not for every employer. Public companies must have audit committee procedures for confidential, anonymous submission of accounting and auditing concerns, under SEC rules implementing Sarbanes-Oxley. For others, a hotline is a recognized good practice that the DOJ considers when evaluating compliance programs.
What is the difference between an ethics hotline and whistleblower software?
They overlap. Hotline usually means the intake channel, while whistleblower software emphasizes confidentiality, case management and anti-retaliation tracking. Most platforms combine both, so compare intake, anonymity and workflow rather than the label.
How much does an ethics hotline cost?
Pricing depends on headcount, channels and case management depth, and vendors typically quote per employee per year or as a flat fee. Ask for the total with phone intake, languages and investigator seats included, since these are common add-ons.
Do I need anonymous reporting?
Anonymous reporting lowers the barrier to speak up, and the DOJ asks whether a company has an anonymous mechanism and, if not, why not. You still need two-way messaging so investigators can ask questions without learning who the reporter is.
Can I run a hotline in-house with email?
A small employer can, but email makes it hard to protect identity, restrict access and show handling. If you use it, designate someone outside the chain of command and document each step. Move to software when volume or sensitivity grows.
How long do employees have to file a retaliation complaint?
It varies by law. OSHA lists a 30-day deadline for complaints under Section 11(c) of the OSH Act and 180 days under Sarbanes-Oxley. Treat any retaliation concern as urgent and consult counsel on the applicable deadline.
Is ethics hotline software worth it?
It is worth it when reports must be tracked, protected and shown to a board, auditor or regulator. The value comes from handling and trust, so check whether the vendor supports routing, audit history and follow-up, not just intake.
