Who needs candidate sourcing tools?

You need sourcing software when job postings do not produce enough qualified applicants, usually for specialized, senior or high-demand roles. Other signals: recruiters spend hours on manual searches across several sites, you pay agencies mainly to find candidates rather than to assess them, or you cannot reach passive candidates who are not job hunting.

Two compliance points matter. Outreach email that is commercial in nature must carry a working opt-out, and AI ranking features can create selection-procedure risk, because federal guidelines treat a selection rate below four-fifths of the highest group's rate as general evidence of adverse impact.

If you mostly hire hourly or entry-level staff from inbound applicants, sourcing tools add cost without much benefit.
