How to choose certified payroll software
Start by deciding which side you are on. If you are a contractor, choose a tool that produces correct reports from your own payroll with as little re-keying as possible. If you are an agency, owner or prime contractor, choose a platform that collects, validates and stores payrolls from every subcontractor.
Bring a real past week from a prevailing wage job to the demo, including several classifications, an apprentice, fringe benefits paid partly in cash and a worker who split time between public and private work, and ask the vendor to produce or review the report live.
Wage determination rates by job and classification
Each project carries its own wage determination, and a single worker can be paid under several classifications in one week.
Fringe benefit handling
Prevailing wage requirements include fringe benefits as well as base pay, and fringes can be credited as plan contributions or paid in cash in lieu, which the report has to show correctly.
Federal report output and Statement of Compliance
Every weekly certified payroll must carry the required worker information and a signed Statement of Compliance.
State and agency formats
State prevailing wage programs and individual agencies can ask for their own forms or electronic uploads rather than the federal layout; California, for example, takes certified payroll records online and publishes an XML schema for payroll software.
Payroll and timekeeping integration
Re-keying hours and pay into a separate tool doubles the work and creates mismatches between payroll and the certified report.
Worker privacy on weekly submissions
Federal rules require full records to be kept but bar full Social Security numbers and home contact details on weekly transmittals.

- Marketing implies the product guarantees compliance or removes the need to review payroll
- Sales pitches that imply the federal form is mandatory, when the Department of Labor describes it as optional
