Certified Payroll
Certified Payroll Software for Construction
Construction contractors on public work are the main users of certified payroll, because prevailing wage rules follow the project rather than the company.

Research in progress
We have not yet verified which certified payroll platforms serve this segment. We rank certified payroll software for construction once at least 3 products have that evidence; until then, this page sets out what matters and what we evaluate.
What we evaluate
Wage determination rates
Stores prevailing wage and fringe rates per project and classification and applies them to hours worked.
Fringe benefit tracking
Separates plan contributions from cash paid in lieu of fringes and checks totals against the required rate.
Weekly certified reports
Generates weekly certified payrolls in the federal layout with the Statement of Compliance.
State and agency formats
Produces state and agency report layouts and electronic upload files.
Electronic signing and submission
Signs reports electronically and submits them to agency or prime contractor portals.
Payroll and time integration
Imports hours, jobs, classifications and pay from payroll, accounting and time tracking systems.
Subcontractor collection
Lets primes and agencies collect certified payrolls from subcontractors at every tier and track missing reports.
Compliance validation
Flags rates, classifications and apprentice ratios that fall below the applicable requirements.
Apprentice tracking
Records apprentice program registration, wage progression and ratios by project.
Record retention and audit access
Keeps reports, corrections and signatures available for agencies and auditors over the retention period.
What matters for construction
Job and classification time capture
Crews move between jobs and trades, and each hour must be tied to the right rate.
Mixed public and private work
Only covered work belongs on a project's certified payroll.
Fringe and deduction detail
Reports must show fringes and deductions, not just gross pay.
Corrections and resubmissions
Payroll fixes after filing must flow into amended reports.
How to choose certified payroll software
Start by deciding which side you are on. If you are a contractor, choose a tool that produces correct reports from your own payroll with as little re-keying as possible. If you are an agency, owner or prime contractor, choose a platform that collects, validates and stores payrolls from every subcontractor.
Bring a real past week from a prevailing wage job to the demo, including several classifications, an apprentice, fringe benefits paid partly in cash and a worker who split time between public and private work, and ask the vendor to produce or review the report live.
Wage determination rates by job and classification
Each project carries its own wage determination, and a single worker can be paid under several classifications in one week.
Fringe benefit handling
Prevailing wage requirements include fringe benefits as well as base pay, and fringes can be credited as plan contributions or paid in cash in lieu, which the report has to show correctly.
Federal report output and Statement of Compliance
Every weekly certified payroll must carry the required worker information and a signed Statement of Compliance.
State and agency formats
State prevailing wage programs and individual agencies can ask for their own forms or electronic uploads rather than the federal layout; California, for example, takes certified payroll records online and publishes an XML schema for payroll software.
Payroll and timekeeping integration
Re-keying hours and pay into a separate tool doubles the work and creates mismatches between payroll and the certified report.
Worker privacy on weekly submissions
Federal rules require full records to be kept but bar full Social Security numbers and home contact details on weekly transmittals.
Requirements by company size
Small businesses
- Report generation directly from your existing payroll
- Rates and fringes set per project and classification
- Federal format plus the state formats you actually file
Watch out for
- Paying per project fees for a single short job
- Tools that require typing every hour twice
- Reports that still need manual fixes before signing
Mid-sized companies
- Multi-state, multi-project rate management
- Union fringe and apprentice tracking
- Electronic uploads to the agencies you report to
Watch out for
- State formats charged as separate add-ons
- No clear process when payroll is corrected after filing
- Weak links between field time capture and classification
Enterprises
- Subcontractor collection and automated validation across tiers
- Role-based access for agencies, primes and auditors
- Retention and export that cover the full audit period
Watch out for
- Onboarding burden that pushes small subcontractors back to paper
- Validation rules you cannot see or adjust
- Data locked in the platform when a program ends
Red flags
- The vendor cannot show which state and agency formats are supported today
- Rates must be typed in by hand for each worker every week
- Weekly reports include full Social Security numbers or home addresses
- No audit trail of report versions, corrections and signatures
- Marketing implies the product guarantees compliance or removes the need to review payroll
- Sales pitches that imply the federal form is mandatory, when the Department of Labor describes it as optional
