What we compare

No compliance training product is verified yet. These are the capabilities each one will be checked against, in the vendor’s own documentation.

Capabilities in the comparison

  • Compliance course library

Ready-made courses on harassment prevention, code of conduct, privacy, safety and other required topics.

  • State-specific versions

Course versions built for state training requirements on content, length and interactivity.

  • Maintained content

Vendor-reviewed updates when rules or guidance change, with version dates.

  • Rule-based assignment

Assigns courses automatically by role, location and hire date, including retraining cycles.

  • Reminders and escalations

Sends reminders to learners and escalates overdue training to managers.

  • Completion records

Stores learner, course version, dates and acknowledgments for audits.

  • Policy customization

Adds your own policies, reporting contacts and examples to vendor courses.

  • Multilingual courses

Offers courses in languages other than English.

  • LMS and HRIS integration

Delivers courses in your LMS or the vendor platform and syncs people data and completions.

How to choose compliance training software

Compliance training tools are judged on two things: whether the course content is accurate and current for the places your people work, and whether the records will stand up when someone asks who was trained, on what, and when.

Bring your state list and role structure to the demo, and ask the vendor to show how a new supervisor in each state would be assigned, reminded and recorded.

  1. State-specific course versions

States such as California and New York set their own content, length, interactivity and frequency rules, so one generic course may not meet them.

  2. Interactivity

California and New York both require interactive training, and New York says a video or document with no feedback mechanism does not qualify.

  3. Library breadth and topic fit

Harassment prevention is only one topic; code of conduct, data privacy, safety and industry rules often apply too.

  4. Content update process

Courses that lag behind rule changes give false confidence.

  5. Assignment rules by role and location

Supervisors, new hires and employees in different states need different courses on different schedules.

  6. Completion records and audit exports

You need to show who completed which course version and when, sometimes years later.

Requirements by company size

  • Small businesses

    • State-required harassment courses for each location
    • Automatic assignment for new hires and supervisors
    • Simple completion certificates and exports

    Watch out for

    • Paying for courses your state already offers free
    • Large libraries you will never use
    • Annual minimums sized for bigger companies
  • Mid-sized companies

    • Multi-state course versions and retraining cycles
    • HRIS sync for role, location and hire date
    • Custom policy and reporting-channel content

    Watch out for

    • State versions sold as separate add-ons
    • Manual assignment when people change roles
    • Records that do not show the course version completed
  • Enterprises

    • Broad library across HR, ethics, privacy and industry topics
    • Delivery in your own LMS with completion sync
    • Multilingual content and audit-ready reporting

    Watch out for

    • Content refresh cycles that lag behind rule changes
    • Per-course pricing that grows with every new topic
    • Analytics that cannot be broken down by entity or location

Red flags

  • The vendor cannot say which state requirements each course is built for
  • Courses with no way for learners to ask questions or give feedback
  • No record of which course version a learner completed
  • Content with no named reviewer or update date
  • Marketing implies the training guarantees compliance or prevents all claims

How we research

Ranked by the LeadChange Score, computed only from verified facts: capability coverage (30%), pricing and value (20%), integrations and API (15%), security (15%), fit and support (10%) and data confidence (10%), times a category fit. Products with too few verified facts are not scored yet and come last. Payment never changes a score or a position.

Read the full methodology

  • Facts, not impressions

Every input is a fact verified against vendors’ official documentation, with the date we last checked it.

  • Missing data is never assumed

Unverified items are left out of the score and lower its coverage; below 60% coverage a product is not scored yet.

  • Independent of revenue

Rankings never depend on whether a vendor pays us.
