Research in progress

We have not yet verified which onboarding platforms serve this segment. We rank free onboarding software once at least 3 products have that evidence; until then, this page sets out what matters and what we evaluate.

What we evaluate

  • Pre-boarding

Collects information and forms before day one.

  • I-9 and E-Verify

Completes Form I-9 and supports E-Verify.

  • Tax and payroll forms

Captures W-4, state forms and direct deposit.

  • Task automation

Assigns tasks to teams and tracks them.

  • E-signature and storage

Collects e-signatures on onboarding documents and stores them with the employee record.

  • Role-based templates

Varies onboarding by role, location and entity.

  • Integrations

Connects to HRIS, payroll and ATS.

  • New hire portal

Gives new hires a portal for tasks and information.

  • Completion reporting

Reports task completion and bottlenecks by new hire, team and location.

  • Background check link

Orders background checks and shows their status inside the onboarding flow.

What matters in free onboarding software

  1. Clear free-tier limits

Caps on hires, users or templates decide whether it is usable.

  2. Form I-9 and tax form support

Compliance forms are often reserved for paid tiers.

  3. Export of your data

You need a way out if you outgrow the tier.

  4. Upgrade pricing

Check the cost of the first paid tier before you commit.

How to choose onboarding software

Start with the hire that goes wrong today. Map the steps from offer acceptance to day 30, mark which ones depend on another department, and score each product on how well it automates those handoffs.

Do not buy on welcome-screen polish. Buy on data flow, compliance handling and how little work an administrator does per hire.

  1. Form I-9 and E-Verify handling

Employers must complete Section 2 within three business days of the first day of work for pay. Weak I-9 workflows create audit exposure.

  2. Tax and payroll form capture

Federal W-4 and state withholding forms must reach payroll accurately and without re-keying.

  3. Pre-boarding before day one

Collecting data and signatures before the start date removes first-day admin.

  4. Task automation across departments

Onboarding fails at handoffs to IT, facilities and managers.

  5. Integrations with HRIS, payroll and ATS

Candidate data should be entered once and travel with the hire.

  6. E-signature and document storage

Signed policies and agreements must be retrievable later, and retention rules vary by record type.

Requirements by company size

  • Small businesses

    • Prebuilt templates for I-9, W-4 and state forms
    • Setup one person can complete without consultants
    • Native sync to the payroll product you already use

    Watch out for

    • Per-employee minimums that exceed your hiring volume
    • Core compliance forms sold as paid add-ons
  • Mid-sized companies

    • Conditional workflows by role, location and legal entity
    • Task ownership for IT, facilities and managers with escalation
    • HRIS and ATS integrations that write status back

    Watch out for

    • Template sprawl as each department builds its own checklist
    • Reporting that requires an export to a spreadsheet
  • Enterprises

    • Single sign-on, role-based access and a full audit log
    • Configurable workflows across entities and countries
    • API access and sandbox environments for testing changes

    Watch out for

    • Dependence on an implementation partner for every workflow change
    • Localization limited to translated labels rather than local forms

Red flags

  • The vendor cannot show a completed I-9 audit trail in the demo.
  • Integrations are described as available but cannot be named with sync direction.
  • New-hire tasks only work in a desktop browser.
  • Pricing is withheld until a long discovery process ends, with no range given.
  • Templates cannot be changed without vendor services.
