Each figure is stated in the filing or computed from two numbers it states (marked derived, with both inputs). Filers count revenue differently: Insperity's and BBSI's include the benefits and taxes they bill, ADP's figure leaves out benefits passed through at no margin, TriNet's fees leave out insurance. Compare each figure with its own definition, not across companies. Paychex reports its PEO together with insurance and gives no PEO worksite employee count, so it has no figure here.

How PEOs say they bill

  • Insperity: Bills each employee's payroll plus a markup computed as a percentage of that payroll cost.1
  • TriNet: Bills its PEO clients mainly a fee per worksite employee per month, with insurance billed apart.2
  • BBSI: Bills a percentage of client payroll that covers payroll costs, benefits and its own margin.5
  • G&A Partners: Says PEOs typically charge 3% to 8% of total payroll, or a fee per employee per year or per month that varies with the services and headcount, lower for larger businesses.6

For context: NAPEO's 2019 white paper put the average cost of a PEO, measured as PEOs' gross profit per worksite employee, at $1,395 a year (about $116 a month) from 2018 survey data.7

Pricing models explained

  • Percentage of payroll. A fee set as a percentage of gross payroll. It is simple to quote and rises automatically as wages grow.
  • Per employee per month. A flat monthly amount for each employee. It is predictable but can look expensive for low-wage teams.
  • Bundled with benefits. The administrative fee is partly folded into benefit premiums. This makes comparison harder, so ask for an itemized breakdown.
  • Custom quote. Larger or higher-risk employers are quoted based on payroll, industry and claims history.
